国家创新体系中的科技资源协同机制与服务模式研究

摘要:

【目的】大数据时代,新兴信息技术的飞速发展,给科技资源优化配置和高效利用带来诸多挑战,探索科技资源协同机制和服务模式,充分发挥科技资源作为重要创新要素的作用,能够进一步提升国家科技创新的竞争力。【方法】针对科技资源创新整合面临的诸多问题,充分考虑科技资源协同核心主体,深入分析各主体之间的协同运作机制,以及基于云服务平台的资源协同服务模式。【结果】提出政策激励、合作共赢以及自我驱动等资源协同运作机制,总结了分布式科技资源云服务平台在线和离线服务模式以及基础服务和特色服务等具体服务形式。【结论】科技资源是国家创新体系中创新要素的重要组成部分,其协同运作机制与服务模式研究,有利用于推动科技资源在全社会范围内的高效配置和共享利用,为全面提升我国科技竞争能力提供有力支持。

Abstract:

[Objective] In the era of big data, the rapid development of emerging information technologies brings many challenges to the optimal allocation and efficient utilization of scientific and technological resources. As an important element of innovation, the exploration of the collaborative mechanism and service mode of scientific and technological resources can further enhance the competitiveness of national innovations in science and tecnologies. [Methods] In view of the many problems faced by innovation and integration of science and technology resources, this paper gives full consideration to the core subjects of collaboration of science and technology resources, and deeply analyzes the collaborative operation mechanism among all subjects and the collaborative service mode of distributed science and technology resources based on cloud service platform. [Results] In this paper, policy incentives, win-win cooperation and self-driven collaborative operation mechanisms of science and technology resources are proposed. The online and offline service modes as well as the specific service forms such as basic services and featured services of the cloud service platform of science and technology resources are summarized. [Conclusions] Science and technology resources are important innovation elements in the national innovation system. The research on the collaborative operation mechanism and service mode is conducive to promoting the efficient allocation and shared utilization of science and technology resources in the whole society, and provides strong support for comprehensively improving the competitiveness of science and technology in China.
