大数据驱动下的科研机构科研治理创新实践

    WANG Yang, Ph.D., is the director of the Center of Information Strategy and Evaluation, Computer Network Information Center, Chinese Academy of Sciences (CAS). His major research areas are strategy research on e-Science and new pattern e-Science basic platform. He has presided over and participated in the more than 20 projects from Informatization Plan of CAS, Advisory Committee for State Informatization, China Internet Development Foundation, and Academic Divisions of CAS. He has authored and participated in the “Data and Computing Platform” plan of CAS, “The 13th Five-Year Plan for Informatization Development of CAS”, “The 14th Five-Year Plan for Informatization Development of CAS”, “National e-Science Research Strategy Research”. He has participated in the compilation of The Road to Building a Powerful Country in Science and Technology: China and the World. He has published more than 20 academic papers in SCI/EI and Chinese journals.
    In this paper, he is responsible for the thesis design and main content writing.

    LIAO Fangyu, is a full professor and chief scientist of Computer Network Information Center, Chinese Academy of Sciences (CAS). He is also the vice chairman of the Information and Security Advisory Commitee of CAS., standing committee member of the Computer Security Professional Committee of the China Computer Federation, vice chairman of the Internet Society of China, chairman of the Supervisory Board of the China Information Association, and deputy editor-in-chief of China Scientific Data. He is responsible for the medium and long-term development strategic planning of the “Data and Computing Platform” of CAS, and the “The 14th Five-Year Plan for Informatization Development of CAS”. He has participated in the compilation of The Road to Building a Powerful Country in Science and Technology: China and the World. He has won the first prize of National Science And Technology Progress, and the second prize of Beijing Science And Technology Progress.
    In this paper, he is responsible for the overall structure, validation, and direction of the thesis.

摘要:

【目的】大数据驱动是推进科研治理创新的重要手段。【方法】本文首先探讨了科研治理数字化转型的客观因素,无论从政策还是技术方面都已具备实现条件;然后,从大数据时代以“数据与数字技术”为核心的流程再造、及基于“开放共享与安全易用”的大数据分析两方面得出大数据驱动是科研治理创新的必然方向;最后,本文基于中国科学院大数据驱动科研治理的应用探索与具体实践,展望科研管理机构数字化转型的未来发展进程。【结论】大数据驱动科研治理创新是实现科研治理现代化的必由之路和必然选择,将为我国跻身创新型国家前列、成为世界科技创新强国提供有力支撑。

Abstract:

[Purpose] Big data-driven approaches are important tools for advancing innovation in research governance. [Methods] This paper first explores the objective factors for digital transformation of research governance, which are already in place to realize both in terms of policy and technology. Secondly, it concludes that big data-driven is the inevitable direction of research governance innovation from the process reengineering in the era of big data with “data and digital technology” as the core, and big data analysis based on “open sharing and safe and easy to use”. Finally, based on the application exploration and concrete practice of big data-driven research governance at the Chinese Academy of Sciences, this paper looks forward to the future development process of digital transformation of scientific research management institutions. [Conclusions] Big data-driven research governance innovation is a necessary path and inevitable choice to realize the modernization of research governance, which will provide strong support for China to be at the forefront of innovative countries and become a world power of scientific and technological innovation.
