京津冀综合科技服务平台的建设与思考

摘要:

【目的】 随着京津冀协同发展的不断深化,科技服务业对区域产业升级的作用日益显著。为培育京津冀科技服务业,现搭建京津冀综合科技服务平台,实现跨区域、跨行业、跨平台的资源集成和协作共享,支撑京津冀协同创新共同体构建。 【方法】 以国家重点研发计划“京津冀协同创新区综合科技服务平台研发与应用示范”所建设的科技服务平台为例,介绍其架构、功能、服务、流程、应用等相关内容,涉及资源体系、模式创新、创新券跨区域一体化、资源共享与集成、精准科技资源推荐等若干关键技术。 【结果】 结合新一代信息技术、装备制造、生态环保等领域相关示范应用,阐述平台在区域整体协同、服务灵活定制、供需高效匹配和推荐、创新券跨区域协同、潜力科技企业挖掘等方面的创新性。 【结论】 实践表明京津冀综合科技服务平台对于促进区域协同发展,加快产业转型升级已取得初步成效。未来将进一步增强平台综合服务质量,完善激励措施,加强平台宣传推广,并推进可信服务。

Abstract:

[Objective] With the continuous and deep collaborative development of the Beijing-Tianjin-Hebei region, the science and technology (S&T) service industry plays an increasingly significant role in regional industrial upgrading. In order to cultivate the S&T service industry in the Beijing-Tianjin-Hebei region, a comprehensive S&T service platform for Beijing-Tianjin-Hebei is now established to realize resource integration and collaborative sharing across different administrative regions, industries and platforms, supporting the construction of collaborative innovation community of the Beijing-Tianjin-Hebei region. [Methods] We take the S&T service platform, which is supported by national key research and development program, as an example to introduce its structure, functions, services, procedure, applications and other related contents, involving several key technologies, such as resource hierarchy, model innovation, cross-region integration of innovation voucher, resource sharing and integration, and precise recommendation of science and technology resource, etc. [Results] Based on specific demonstration applications such as new generation information technology, equipment manufacturing, ecological and environmental conservation and other fields, this paper demonstrates the innovations enabled by the platform in regional overall coordination, flexible customization of services, efficient matching and recommendation of supply and demand, cross-region coordination of innovation voucher, mining of potential scientific and technological enterprises, etc. [Conclusions] It has been proven that the construction of the Beijing-Tianjin-Hebei comprehensive S&T service platform and its demonstration applications have delivered preliminary results in promoting regional coordinated development and accelerating the development of the service industry. In the future, we will continue to improve the platform by upgrading the comprehensive service quality, enhancing incentive measures, strengthening advertisement and promotion, and carrying on trustful services.
