论“东数西算”对气象行业的影响

    ZHOU Yong is a senior engineer at the CMA Institute for Dev-elopment and Programme Design, He has long been engaged in the research of meteorological informatization policy strategy and planning, and has experience in the development and cons-truction of meteorological software. He has presided over many national research projects and published more than 20 papers on Meteorological informatization. His research interests in-clude meteorological informatization and numerical weather forecasting.
    In this paper, he is responsible for drawing up the paper fra-mework, writing “4 Suggestions and measures for the meteoro-logical industry to adapt to the ‘Counting from East to West’ ”, and paper approval.

    GUO Zhuanzhuan is an engineer at the CMA Institute for Development and Programme Design, She has long been enga-ged in the research of meteorological informatization policy, the preparation of special planning in the meteorological field, the system design of meteorological engineering projects, and participated in many national and provincial projects. Her rese-arch interests include meteorological informatization and the preparation of planning in the meteorological field.
    In this paper, she is responsible for t the overall draft of the paper, writing “2 Construction of high-performance computing system in meteorological industry” and “3 ‘Counting from East to West’ has an important impact on the high-quality de-velopment of Meteorology”, and paper revision.

摘要:

【目的】“东数西算”国家重大工程有序推进,对气象行业将会带来巨大影响,研究具体影响和应对措施,使得气象行业更好适应“东数西算”的政策要求,更快实现高质量发展。【方法】面上分析“东数西算”工程概况及战略意义,深入剖析“东数西算”工程对气象事业高质量发展的具体影响。【结果】“东数西算”工程不仅使气象信息系统建设受到更多限制,还会影响气象数据中心、超算中心及全国气象业务布局,并要求进一步提高气象信息系统关键性能指标。【结论】为使气象行业更好适应“东数西算”工程相关要求,提出调整气象信息网络系统建设思路和方式、优化气象数据中心和超算中心布局、谋划对全国气象业务做适应性调整和开展气候生态效益评估等四个方面的若干项建议措施。

Abstract:

[Objective] The meteorological industry will be deeply influenced by the orderly promotion of the national major project of “East-West Computing Requirement Transfer”. It is essential to study the specific impact and countermeasures to make the meteorological industry better adapt to the policy requirements of “East-West Computing Requirement Transfer” and realize high-quality development faster. [Methods] Analyze the general situation and strategic significance of “East-West Computing Requirement Transfer” project, and deeply analyze the specific impact of the project on the high-quality development of meteorological undertakings. [Results] The project of “East-West Computing Re-quirement Transfer” not only regulates the construction of meteorological information systems, but also affects the geographical layout of the meteorological data centers, supercomputing centers, and national meteorological business, and requires further improving of the key performance indicators of meteorological information system. [Conclusions] Given the meteorological industry’s better adaptation to the relevant requirements of the “East-West Computing Requirement Transfer” project, this paper puts forward several suggestions and measures in four aspects: adjusting the construction ideas and methods of meteorological information network system, optimizing the layout of meteorological data centers and supercomputing centers, planning the adaptive adjustment to national meteorological operations, and carrying out climate ecological benefit assessment.
