欧洲数据空间建设的经验借鉴及对我国的启示

Experiences from European Data Spaces Construction and Implications for China

摘要:

【目的】 数据作为数字时代的战略性生产要素,其高效流通与治理能力已成为国家竞争力的关键。本文旨在系统梳理欧洲数据空间建设的核心举措与实践经验,为我国加快数据空间规划布局、完善数据基础制度提供借鉴。【方法】 采用文献调研与案例分析法,梳理欧洲数据空间的建设概况及发展阶段,从政策法规等六大关键维度切入,分析其构建协同生态的实践举措。【结论】 欧洲数据空间建设已形成整体推进机制,其“总体框架+垂直领域”建设模式与多元合作模式成效显著。我国应借鉴经验,构建“制度+技术+生态”三位一体发展格局:以完善数据基础制度为保障,以核心技术攻关与标准统一为支撑,以多元协同与国际合作为动力,打造兼具中国特色与国际竞争力的数据空间,赋能数字经济高质量发展。

Abstract:

[Objective] As a strategic factor of production in the digital era, the capacity for efficient circulation and governance has become the key to a country’s competitiveness. This paper aims to systematically sort out the core measures and practical experience of the construction of the European Data Spaces, so as to provide a reference for China in accelerating the planning and layout of data spaces and improve the basic data system. [Methods] By adopting literature research and case study methods, this paper systematically review the construction overview and development stages of the European Data Spaces, starts from six key dimensions including policies and regulations, and analyzes their practical measures for building a collaborative ecosystem. [Results] The construction of the European Data Spaces has formed an integrated promotion mechanism, and its construction model of “overall framework+vertical fields” and diversified cooperation models have achieved remarkable results. China should learn from this experience and build a trinity development pattern of “institution+technology+ecosystem”. With improved basic data systems as a guarantee, core technology research and development and standard unification as a support, and diversified coordination and international cooperation as the driving force, China should create a data space with both Chinese characteristics and international competitiveness, thereby empowering the high-quality development of the digital economy.
