Research on the Overall View, Construction Strategy and Ministerial Application of the Public Data Authorized Operation System

Abstract:

[Objective] Studying a clear and practical overall view of public data authorization operations and proposing an overall construction strategy plan will effectively promote the release of the value of government data elements. [Context] This article focuses on the application needs of government departments to carry out public data authorization operations. Starting from the existing research results in academia and combining them with typical practices in various regions, it systematically sorts out and analyzes the overall practical operation system of public data. [Methods] Based on the theory of information ecology, this paper clarifies the overall view of the public data authorized operation system. Furthermore, it delves into various aspects of management flow, data flow, and revenue flow of information elements, while conducting a correlated analysis with other factors to identify practical construction strategy options and key considerations. [Results] On this basis, based on the main characteristics of high value, safety sensitivity, system simplicity, and financial co-ordination of authorized operation of public data in ministries, this study proposes a tailored strategy for constructing a public data authorized operation system specifically designed for ministries. [Conclusions] This study is based on the current development stage of policies, theories, and practices, and proposes a general and comprehensive public data authorization operation solution for ministries.
