Overview of Integrated Circuit Technology and Industry Development Practice and Innovation Development Trend Global

Abstract:

[Objective] The government innovative measures for integrated circuit industry in developed countries such as the United States, Japan, and South Korea, the development experience of semiconductor companies represented by TSMC and Intel, and the technologies led by institutes such as Interuniversity Microelectronics Centre (IMEC), Industrial Technology Research Institute of China’s Taiwan, and the United States Electronics Consortium are summarized. The experience in integrated circuit innovation achieved by leading institutions and the development trends provide a good reference for China’s information industry. [Document Range] Collecting information from academic journals, news reports, and other literary materials, we summarize the development practices of the integrated circuit industry in different countries and regions and show the trend of integrated circuit technology development and industrial innovation. [Methods] Using comprehensively various methods such as literature search, information collating and expert judgment, the global practice and experience as well as the innovation trend in integrated circuit technology and industrial development are summarized. [Results] The governments of the United States, Japan, and South Korea increase government intervention in the early stages of the growth of their semiconductor industries, lowering the organizational threshold for common technology research through government legislation, capital investment, and tax relief to promote innovation. TSMC, Intel and other multi-national companies have lowered customers industry entry threshold, increased their capital and technical barriers, and removed obstacles in common technology research and development. R&D institutions such as Interuniversity Microelectronics Centre (IMEC), Industrial Technology Research Institute of China’s Taiwan, and American Electronics Consortium have established reasonable engineering research and development models to rationally allocate benefits, share risks, and effectively improve innovation efficiency. In the future, technological innovation in the integrated circuit industry will show progress in several directions such as new materials, new processes, and new architectures. [Limitations] There are limitations in the literature information, and the referenced views only represent the views of some scholars, which may show certain extend of bias. [Conclusions] The organization and coordination ability, strategic judgment and decision-making ability, and the key element guarantee ability under the organization or engineering mode of the key universal technologies of the integrated circuit industry are the essential points for the development of China's integrated circuit industry under the innovation trend.
