    HU Lianglin is a professor and master supervisor at the Computer Network Information Center of the Chinese Academy of Sciences, as well as the director of National Basic Science Data Center. Additionally, he serves as a professor at Hangzhou Institute for Advanced Study, University of Chinese Academy of Sciences. His primary research focuses encompass scientific big data, data quality, and big data governance.
    In this paper, He is responsible for the overall conception, design, writing, and revision of the paper.

摘要:

【目的】科学数据对科技创新与国家发展意义重大,本文旨在回顾我国科学数据发展历程,剖析现状,提出发展建议。【方法】通过梳理科技部与中国科学院共同推进科学数据工作的历程、典型特征,分析当前新需求与面临挑战,并从促供、提质、重用、创牌四个方面提出针对性策略。【结果】明确我国科学数据发展的阶段成果、现存问题以及未来发展方向,为科学数据工作相关方提供系统认识。【结论】通过实施促供、提质、重用、创牌等举措,有望突破困境,提升我国科学数据发展水平,增强在国际数据领域的影响力,为科技创新提供有力支撑。

Abstract:

[Objective] Scientific data is of great significance for scientific and technological innovation and national development. This paper aims to review the development process of scientific data in China, analyze the current situation, and put forward development suggestions. [Methods] By combing through the development process and typical characteristics of the collaborative efforts of the Ministry of Science and Technology and the Chinese Academy of Sciences in promoting scientific data work, this paper analyze the current new demands and challenges, and proposes targeted strategies from four aspects: promoting supply, improving quality, enhancing reuse, and developing brands. [Results] The phased achievements, existing problems, and future development directions of scientific data development in China are clarified, providing a systematic understanding for stakeholders in scientific data work. [Conclusions] By implementing measures such as promoting supply, improving quality, enhancing reuse, and developing brands, it is expected to break through the current predicaments, enhance the development level of scientific data in China, strengthen its influence in the international data field, and provide strong support for scientific and technological innovation.
