Tireless Endeavors and Cumulative Strides: Explorations and Insights in the Management Informatization Development at the Chinese Academy of Sciences—On the 30th Anniversary of the Computer Network Information Center, Chinese Academy of Sciences

Abstract:

[Objective] This study analyzes the evolution of information technology in CAS's scientific research management, reveals the law of management informatization development from technical verification to systematic governance, and provides a theoretical and practical framework for digital transformation with Chinese characteristics. [Methods] Using the case study approach, it examines the past 30+ years of CAS’s management informatization evolution, verified via policy literature, system archives, and practical cases. [Results] CAS’s management informatization has evolved from single application to system integration, from technology absorption to independent innovation, and from tool use to strategic empowerment. Its development shifted from following to parallel progress, then to a uniquely Chinese path. An integrated platform now covers the whole research management process, boosting efficiency. The success relies on a “leadership-demand-innovation” collaborative mechanism, forming CAS-specific informatization results. [Conclusions] Sustainable management informatization requires integrating strategic needs, research innovations, and emerging technologies. It needs to align with national strategies, follow the CAS’s guidance, leverage institutional initiative, strengthen top-down governance, drive research with data, enable intelligent management, and support scientific research paradigm transformation.
